Libya is unable to find a way out of its crisis. It is caught between two rival governments, a dysfunctional international diplomacy, military grandstanding, and a debilitating illicit financial activity. Despite efforts to bring stability to the country through repeated attempts at peace since the fall of Muammar Gaddafi in 2011, the divide between the UN-recognized Government of National Unity (GNU) in Tripoli and the competing administration aligned with General Khalifa Haftar in Benghazi continues to deepen. And warlord Khalifa Haftar has become the power broken everyone wants to see.
